Federal workplace safety regulators have struck an agreement with one of Pittsburgh's largest construction firms to govern worker protections on a marquee cultural project in the city's Strip District.

The U.S. Department of Labor's Occupational Safety and Health Administration and Mascaro Construction Co. formalized a Strategic Partnership Agreement on April 13, covering the ongoing expansion of the Senator John Heinz History Center. The pact, executed through OSHA's Pittsburgh Area Office, establishes voluntary commitments for injury prevention, hazard elimination and the cultivation of a sustained safety culture across what is expected to be a complex, multi-year jobsite.

The agreement reaches well beyond Mascaro. With between 30 and 50 subcontractors expected to work on the project at various stages, the partnership calls on all parties to adopt comprehensive safety management systems and participate in specialized training programs aimed at helping crews identify and respond to conditions specific to active construction zones. Leadership accountability, worker participation and structured hazard identification are listed among the core priorities.

Mascaro and its contractors have also committed to taking part in three of OSHA's nationally recognized annual campaigns: the Stand-Down to Prevent Falls, the Trench Safety Stand-Down and the Heat Illness Prevention Campaign, each of which targets hazards that have historically claimed lives in the construction industry.

The arrangement is in keeping with a long-standing relationship between the agency and the firm. Mascaro has entered into multiple prior strategic partnerships with OSHA's Philadelphia region dating to at least 2014, and the company publicly espouses a "Zero Incidents" safety standard across its operations.

The project itself is among the more ambitious cultural construction undertakings in Pittsburgh in recent years. The expansion will add a six-story, 92,000-square-foot wing to the museum's existing campus along Penn Avenue, incorporating new Pittsburgh history exhibitions, a 150-seat theater, smart classrooms, a café and updated event and visitor spaces. Completion is targeted for May 2028.

The stakes for the Heinz History Center extend beyond the construction timeline. Pennsylvania's largest history museum and a Smithsonian affiliate, the center currently attracts roughly 350,000 visitors annually. The project arrives as Pittsburgh finds itself in an unusually strong moment of national attention, having been selected as one of National Geographic's Best of the World destinations for 2026 and slated to host a series of major events tied to the nation's 250th anniversary.
