🗞️ Federal Regulators Fine Houston Contractor $343,797 After Texas Trench Collapse Hospitalizes Worker

The U.S. Department of Labor's Occupational Safety and Health Administration has proposed $343,797 in penalties against Blazey Construction Services LLC, a Houston based utility contractor, after an excavation collapse sent a worker to the hospital. The incident occurred at a residential development site in Alvin, Texas, in Brazoria County, where crews were installing sewer and water lines. According to OSHA's announcement, investigators determined that the company failed to adequately protect the excavation, did not provide workers a safe means of exiting the trench, and did not report the worker's hospitalization within the 24 hour window required under federal law.

OSHA issued two repeat violations, a classification applied when a company has previously been cited for a substantially similar hazard, along with one other than serious violation. Blazey has 15 business days from receipt of the citations to comply, request an informal conference with OSHA's area director, or contest the findings before the independent Occupational Safety and Health Review Commission. As of this writing, Blazey Construction Services had not issued a public response to the citations.

The case is the latest in a series of federal trenching and excavation enforcement actions. OSHA has long identified excavation work as among the most hazardous activities in construction, and the agency operates a standing National Emphasis Program directing inspectors to prioritize trench safety nationwide. Industry tracking cited by trade publications found at least a dozen fatal trench collapses reported across the country in 2025.
