Arkansas was selected to administer the fund nationally based on its demonstrated ability to modernize apprenticeship systems and reduce administrative barriers. In March 2025, Arkansas established itself as a State Apprenticeship Agency through Act 695, giving the state authority to register and oversee apprenticeship programs statewide. This legislative foundation, combined with Governor Sarah Huckabee Sanders' education reforms (LEARNS and ACCESS Acts), positioned Arkansas as the ideal administrator for this national expansion effort.
The fund operates on a pay-for-performance model, providing $3,500 to participating employers for each new apprentice who successfully completes a 90-day probationary period. More than 90% of the total funding will be distributed directly to eligible Registered Apprenticeship sponsors and manufacturing employers, with the remainder supporting program administration and technical assistance. The incentive payment structure aims to drive measurable growth in apprentice enrollment, retention, and completion rates across more than 120 advanced manufacturing occupations.
Target industries include aerospace and defense, automotive, biotechnology, shipbuilding, supply chain and automation, nuclear energy, and semiconductors—sectors critical to national competitiveness and domestic production capacity. This focus aligns with President Trump's Executive Order 14278 on "Preparing Americans for High-Paying Skilled Trade Jobs of the Future", signed April 23, 2025, which set an ambitious goal of reaching and surpassing one million active apprentices nationwide.
The initiative supports America's Talent Strategy: Building the Workforce for the Golden Age, a comprehensive workforce development plan released in August 2025 by the Departments of Labor, Commerce, and Education. This strategy emphasizes industry-driven training models, worker mobility, system integration, accountability, and innovation to meet the demands of AI-driven economic transformation and America's reindustrialization agenda.
Applications for the fund will be accepted on a rolling basis beginning January 28, 2026, until all available funds are obligated. Arkansas will coordinate implementation with national partners including the National Association of State Workforce Agencies, U.S. Chamber of Commerce, and National Association of Manufacturers to provide outreach, technical assistance, and cross-state coordination.
According to recent Department of Labor data, there were approximately 680,000 active apprentices in fiscal year 2024, representing a 114% increase since 2014. Manufacturing currently accounts for about 154,000 apprentices. The construction industry has the highest enrollment with over 426,000 apprentices. Despite this growth, manufacturers face critical workforce shortages, with nearly 500,000 open positions today—a number projected to quadruple in coming years.
